Optimum Investment Solutions Limited provides strategic, financial and project advisory. We support the structuring and execution of complex transactions across the Caribbean. We work with project sponsors, corporates, and institutions to develop well-structured, execution-ready opportunities. Optimum operates on a fee-based advisory and project services model, including retainers, success-based fees, project management fees, and technical advisory mandates, aligned with client outcomes.

Randolph Clouden ( Managing Director )
Randolph Clouden is the Managing Director/ CEO of Optimum Investment Solutions Ltd., and strategic advisor to a number of individuals and institutions. He is a Certified Financial Planner (CFP) with over 30 years experience in international financial marketing, real estate consulting and investment advisory services.
He worked for a number of large corporations in the United States of America and Canada in the areas of logistics and accounting. He has successfully structured and executed Private Placement of debt & equity investments for a number of businesses, including the establishment of the most well-known internationally franchised large format cinema in Trinidad & Tobago.
As a founding member of the Trinidad & Tobago Stock Exchange, he served on the Board of the Trinidad & Tobago Stock Exchange for six (6) years. He worked as the Managing Director and Stockbroker for a full service Investment Banking firm in Trinidad & Tobago for nine (9) years and as the Senior Advisor Wealth & Project Management for a non-bank financial company.
He participated in CARICOM High Level Regional consultation on the Integration of Capital Markets in the Caribbean Community. He is the holder of several awards including a Proclamation from the City of Atlanta, Georgia. Randolph is a graduate of Fordham University, New York with a B Sc in Economics and an MBA in Marketing and International Business.

Clive Rampaul (Consultant)
Clive Rampaul is a seasoned operations and general management executive with over 30 years of regional experience across the transport, energy, engineering, and industrial sectors. He has led organizations through growth, restructuring, and turnaround environments, bringing strong expertise in project evaluation, commercialization of distressed assets, business development, and corporate governance.
Throughout his career, Clive has held senior leadership roles including Operations Manager and General Manager across multiple Caribbean-based organizations, where he has been responsible for KPI-driven performance management, budgeting and cost control, stakeholder engagement, and board-level reporting.
His work regularly involves due diligence on multimillion-dollar projects, feasibility assessments, and strategic commercial development, particularly within energy, construction, logistics, and industrial operations.
Known for his hands-on leadership style, Clive combines deep technical grounding with executive-level commercial insight. He has built and managed multidisciplinary teams, strengthened regional partnerships, and supported investment screening and risk evaluation initiatives. His background interacting with government agencies, investors, and board positions him as a practical, results-oriented leader with a strong understanding of project-financing environments across the Caribbean.

Justin Clouden ( Consultant )
Justin Clouden is a graduate of the Wharton School of Business at the University of Pennsylvania. He is fluent in English, Spanish, and Portuguese. He has extensive experience in financial & strategy modeling, business plan development, market research, designing go-to-market, value creation, and M&A assessments. Justin was an elementary school science teacher with Teach for America in Dallas, Texas, where he taught science and social studies to English and Spanish-speaking students.
As a Senior Consultant at The Mind Company, an International Consulting firm in Buenos Aires, Argentina, Justin worked on a number of projects for Fortune 500 companies. Some project highlights included developing a business plan for a 20M USD entry into the Colombian market by an ophthalmologic company. He developed a 5-year portfolio & distribution strategy for a leading beverage company in Brazil and conducted a competitive scenario analysis for a leading medical device manufacturer in the USA.
